North London Waste Authority’s (NLWA) application for a development consent order to build a new energy recovery facility, and associated development, has today (11 November) been accepted for examination by the Planning Inspectorate.

The Planning Inspectorate will appoint an examining authority to examine the application, before making a recommendation to the Secretary of State for Energy and Climate Change, who will either grant or refuse development consent for the project.

The new facility would replace the existing plant at the Edmonton EcoPark by 2025. The proposed development would include a new energy recovery facility that would take waste that cannot be recycled from seven north London boroughs (Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest) and turn it into energy – both heat and power.

The replacement facility would need to manage up to 700,000 tonnes of waste a year at a peak, and could provide enough power for around 127,000 homes. The Authority is also looking at diverting some of the energy to local homes and businesses via heat networks. The Lee Valley Heat Network, which is a separate project that will be managed by Enfield Council, is aiming to use the available heat from the existing plant as soon as next year.

The development would also include a new resource recovery facility, including a new reuse and recycling centre, and EcoPark House, which would house a new base for the Edmonton Sea Cadets as well as an education and visitor centre.

NLWA carried out two phases of consultation before submitting the application to the Planning Inspectorate. The second phase of consultation ended on 30 June 2015.

Residents can now register their interest in taking part in the Planning Inspectorate’s examination of the application and to provide written comments (known as ‘registering a representation’) on the proposals here.  Comments must be provided by 23 December 2015.
