Final online webinar for contractors interested the new £600m Energy Recovery Facility in north London

North London Waste Authority (NLWA) is hosting a final Market Information Webinar for works associated with the delivery of a new £600m world-class Energy Recovery Facility (ERF), as part of the North London Heat and Power Project (NLHPP) at Edmonton EcoPark.

The webinar, which will take place on Tuesday 30 June 2020, is the third and final market engagement event being held prior to publishing the contract notice. NLWA is harnessing digital solutions to ensure vital procurement work can continue despite COVID-19.

At our last webinar in April, over 400 contractors watched the video to find out about the scope of works to deliver the ERF. On 30 June, we will provide details on the procurement programme and give contractors an opportunity to ask questions before an OJEU notice is issued in July 2020.

The ERF, which will be capable of generating up to 78 megawatts of electricity, will be the first in the UK to use Selective Catalytic Reduction for emissions removal, and use a combined wet/dry flue gas cleaning system to make it one of the cleanest in the country.

The appointed contractor will deliver all design, engineering, procurement, construction, commissioning, testing, operator training and handover requirements for the new ERF including all buildings, infrastructure and works. The key component is the design and construction of the ERF which will treat up to 700,000 tonnes of north London’s non-recyclable waste. Further details of the works included in the contract be found in Prior Information Notice (PIN) here. The PIN was issued to the EU Publications Office on Thursday 19 December 2019.

The NLHPP is a crucial asset for north London and is part of NLWA’s positive action to tackle the Climate Emergency and treat unrecyclable waste in the most cost-effective and sustainable way. As well as providing a new world-class ERF, under a separate contract the NLHPP is also providing a new education and community centre known as EcoPark House and a Resource Recovery Facility which will maximise recycling from bulky waste and for the first time ever will enable residents to bring their recycling direct to the EcoPark. The NLHPP will deliver at least 100 apprenticeships and 225 on-site skills training opportunities for the local community during construction.

Enabling works to deliver the NLHPP commenced in early 2019 and significant progress has been made to prepare the site ready for the construction of the ERF and Resource Recovery Facility. NLWA is looking forward to engagement with potential contractors who want to deliver this ERF project, which will be a model for public sector project delivery.

The webinar in June is the final chance for contractors to find out about the contract and ask questions before the OJEU notice is published in July. During the webinar contractors will be given information about:

  • The Authority’s vision for a successful project,
  • The works package value, programme and contract details,
  • The approach to procurement,
  • Balance of risk between client and contractors,
  • Working collaboratively to deliver outcomes, and
  • Design guidance principles.
