Energy Recovery Facility (ERF) Construction

Construction of the ERF is progressing with over 200 workers on site. While the project has experienced delays across several workstreams, significant milestones have been achieved: 

  • Steelwork is advancing on the boiler house and turbine hall, with the tipping hall and waste chutes now complete. 
  • The administration building steelwork began in May and is progressing well. 
  • Night works have commenced to accelerate progress on the Flue Gas Treatment plant. 
  • Installation of the 246,000-litre boiler feed water tank was completed in September. 
  • Supporting infrastructure, including access roads, underground utilities, and district heating pipework, is also progressing. 

The ERF contractor recently scored full marks (45/45) on the Considerate Constructors Scheme, a voluntary initiative which encourages contractors to operate responsibly, with respect for the community, the environment, and their workforce. 

North London Waste Authority (NLWA) continues to work closely with the ERF contractor to progress the programme forward. The ERF remains the best environmental and financial solution for disposing the bin-bag waste of more than two million residents, and NLWA is committed to ensuring this nationally significant infrastructure project is delivered for north London.

Social Value Achievements 

The NLHPP continues to deliver on its social value commitments: 

  • 62 new apprenticeships and 99 apprenticeship years delivered. 
  • 237 training placements for 174 individuals. 
  • 667 jobs for local people (19.3% of workforce). 
  • £55.5 million spent with local businesses (8.65% of total spend). 
  • Engagement with over 4,725 students from 76 schools and colleges. 
  • £169,772 in donations and 2,130 volunteering hours to 74 community organisations. 
  • Over 1,230 hours of Equality, Diversity and Inclusion training delivered. 

A recent standout initiative included a week-long work experience placement hosted by ERF sub-contractor Wright Engineering for a Highlands Sixth Form student, offering hands-on exposure to engineering and site operations.
