Sustainable Design Strategy

What this document is

This document summarises the approach to the sustainability performance of the North London Heat and Power Project and outlines measures incorporated into the design to enhance sustainability. It also sets out the proposed approach to using the Building Research Establishment Environmental Assessment Method (BREEAM) to assess the Project.

A Sustainability Statement will be submitted as part of the Development Consent Order (DCO) application which will show how the Project meets relevant sustainability policies and objectives in national, regional and local planning policy. These policies have been reviewed for their application to the Project, and the relevant policy themes are set out in the table below. They are being taken into account in the design of the Project, and will be further considered at the detailed design stage if DCO consent is granted.

The policies contained in the Headline Objectives column are taken from the National Policy Statement for Energy (EN-1), the London Plan and London Borough of Enfield’s Development Management Document and Core Strategy. The specific policies are reviewed and the design proposals are considered against them.

Air Quality
  • To protect and enhance air quality on local, regional, national and international scale;
  • Applies to design of developments and to the plant/machinery used; and
  • Developers should design to be at least “air quality neutral”.
Technology for the proposed Energy Recovery Facility (ERF) will be selected to produce the lowest possible emissions.
Climate Change
  • Minimise detrimental effects on climate from greenhouse gases and ozone;
  • Contribute to ensuring resilient energy infrastructure and a reliable energy supply, including from local low and zero carbon sources;
  • Overall carbon emissions from a development should be minimised through the implementation of the energy hierarchy; and
  • Demonstrate how proposal minimises energy related CO2 emissions through specific measures including maximising fabric energy efficiency; utilising potential for connection to an existing or proposed decentralised energy network; use of low or zero carbon technology; onsite renewable energy generation; use of green roofs and living walls; efficient energy use.
The proposed ERF will be more efficient than the existing Energy from Waste (EfW) facility and will export more energy, meaning less greenhouse gases will be generated overall to meet energy demands. 

Electricity from the proposed ERF will be exported to the National Grid and will be designed to connect to the proposed Lee Valley Heat Network. 

A green roof is proposed for part of the ERF.
Ecology (Flora and Fauna)
  • Protection and enhancement of protected habitats, special, valuable ecological networks and ecosystem functionality; tree replacement; no net loss in quality and quantity of biodiversity.
The Edmonton EcoPark has limited ecological value. The landscaping strategy seeks to create new opportunities for ecological enhancement, particularly along Enfield Ditch. 

The lighting strategy seeks to meet operational requirements whilst avoiding adverse impacts caused by light spill and glare outside the site.
Economy and Skills
  • Promote strong and stable economy with opportunities for all;
The Project will create construction jobs and retain high value employment when completed.
  • To encourage equality and sustainable communities
Employment created and secured will support a sustainable community.
Flood Risk and coastal Change
  • To avoid, reduce and manage flood risk from all sources; design Sustainable Drainage Systems (SUDS) into schemes; include flood resistance and resilience measure in line with industry best practice;
  • Incorporate sustainable drainage systems; ensure no net loss of flood storage on site; manage surface water.
Rainwater flow management has been incorporated into the design. Works to Enfield Ditch are proposed to create additional capacity helping to reduce flood risk.
Health and Well Being
  • To protect and enhance the physical and mental health of the population;
The Project will secure employment for local people, enhancing mental health and wellbeing.
Landscape Townscape and Visual
  • To protect and enhance landscape quality, townscape quality and to enhance visual amenity; integration of green infrastructure; optimisation of scale and density of development; high quality landscaping
The ERF will be of a high quality and has been designed to integrate with the surrounding landscape, including the adjacent Lee Valley Regional Park.
  • Minimisation of light pollution
The lighting strategy seeks to meet operational requirements whilst avoiding adverse impacts caused by light spill and glare outside the site.
  • Protect both human and ecological receptors from disturbing levels of noise; noise reduced at source.
The proposed ERF is being designed to comply with noise limits set out in national standards.
Resources and Raw Materials
  • To promote sustainable use of resources and natural assets to deliver secure, clean and affordable energy; design to reduce carbon dioxide production and include water saving measures; use of district heating network; use of the BREEAM rating scheme* for assessing responsible sourcing of materials, waste minimisation and green procurement.
Rainwater harvesting is proposed to save water. Buildings are intended to be BREEAM “very good” standard*
Soil and Geology
  • Promote use of brownfield land; address existing land contamination
New facilities will be constructed within the existing Edmonton EcoPark and will not take any additional land. Further tests may be required to establish any land contamination and how to deal with it. This will be managed as part of the existing EfW demolition and decommission process
Traffic and Transport
  • Minimise detrimental impacts of travel and transport on communities and the environment; safeguard existing waste management sites; access and road junctions to be appropriately sited and of appropriate scale.
The Project will safeguard an existing waste management site. The Edmonton EcoPark is accessible by public transport.
Water Quality and Resources
  • Protection of surface and groundwater quality; good environmental practice to help reduce the risk to the London water environment; management of water resource needs, waste water treatment and drainage infrastructure.
The ERF bunker has been carefully positioned to protect groundwater by placing it in the area with the greatest thickness of London Clay, which acts as a barrier protecting the groundwater. Measures have been set out in the draft Code of Construction Practice to ensure that groundwater would not be affected during construction.
Sustainable design and construction
  • Consideration of the impacts of the potential for extreme weather events in the long-term; highest sustainable design and construction standards, having regard to technical feasibility and economic viability.
The main buildings proposed as part of the Project are intended to meet BREEAM “very good” rating*.


*BREEAM relates to the main buildings proposed in the Project, namely the proposed ERF, the Resource Recovery Facility and EcoPark House. We intend to carry out an assessment as the design develops, with a view to achieving not less than a very good rating for each.
